The question
Why is there so little established evidence of other technological civilizations? The premise depends on what we expect civilizations to produce and what we have searched for.
Competing explanations
Life or technology could be rare. Civilizations could be short-lived or inconspicuous. Our observations could simply cover too little of the relevant search space.
What would change the discussion
A reproducible observation, or a stronger constraint on a specified population model, is more informative than treating uncertainty as a chosen answer.
Origin
A family of questions about the apparent gap between possible civilizations and observed evidence.
How could it be tested?
Specify a population model, a detectable signal and a search sensitivity before comparing predictions with observations.
Known limitations
There is no single agreed paradox. Estimates depend on life’s frequency, longevity, behavior and the coverage of our searches.
